Monitoring the Implementation of the State Property Management Strategy in the Field of State-Owned Enterprises and Joint-Stock Companies
Did you know we also have a national strategy, developed with the support of Expert-Grup and approved by the Government in 2022? Well, here it is: only 13 of the 69 actions of the State Property Management Strategy were fully implemented in 2023–2025.

The Expert-Grup monitoring report shows that, although this is a necessary and well-founded reform, its implementation has so far proceeded at a pace well below the targets set:
225 entities with state capital in mid-2025 — compared with the target of 185 for 2027
no privatisation completed in three years
over a third of the portfolio — insolvent or inactive
near-zero profitability at state-owned enterprises, with 15 companies generating 98% of the sector's profit
nevertheless, payments to the state budget grew roughly sevenfold, to MDL 691 million in 2025
