How the European Union Supports Local Development in the Republic of Moldova
The European Union offers local public authorities in the Republic of Moldova access to a wide range of programmes and funding instruments for community development. The infographic presents the main opportunities available through the INTERREG, LIFE and Horizon Europe programmes, the sources of information on calls for proposals, the contribution of European funds to national development programmes and the practical steps required to access funding.

European programmes accessible to local public authorities (LPAs) in Moldova
The INTERREG Programme - Cooperation and joint projects with EU partners for projects in areas such as public policies and services, infrastructure, urban development and innovation
INTERREG programmes accessible to the Republic of Moldova:
The LIFE Programme: Supports green, climate and environmental projects.
- Funds projects related to (I) nature and biodiversity, (II) circular economy and quality of life, (III) climate change adaptation, (IV) energy transition.
- Grants of up to EUR 10 million for projects with regional and cross-border impact.
- The beneficiaries’ own contribution is usually approximately 40% of the project value.
- Projects usually last between 3 and 10 years.
The Horizon Europe Programme: the EU’s main programme for innovation, research and testing new solutions.
- Supports collaboration with European cities, universities and organisations to modernise public services and develop smart communities.
- Gives LPAs the opportunity to pilot modern projects and smart solutions for communities.
- Facilitates access to new technologies, European expertise and best practices for community development
Most EU calls for proposals are published on the EU Funding & Tenders portal
The EU and its member states also launch funding calls dedicated exclusively to LPAs in the Republic of Moldova, focused on local development, institutional strengthening and technical assistance. Many of these opportunities are published on the EU4Moldova platform.
European funds also support national programmes
EU resources also contribute to financing some public funds in Moldova intended, among others, for LPAs, such as: the National Fund for Regional and Local Development, the National Environmental Fund and the National Fund for Agriculture and Rural Development.
Practical steps for accessing European funds
1. Monitoring opportunities. Subscribing to platforms and newsletters on European funding
2. Information and training. Attending webinars, information sessions and events dedicated to EU programmes
3. Developing partnerships. Identifying potential partners for future consortia and joint projects
4. Preparing projects. Preparing project ideas and the necessary documentation in good time
5. Applying for funding. Preparing and submitting applications in compliance with the programme requirements
