Why Public Procurement Matters

In contemporary economies, more and more goods and services are purchased by governments from the private sector on the market. In 2013, public authorities in the Republic of Moldova bought goods, works and services worth over MDL 9.4 billion, about 9% of GDP, or about 24% of the National Public Budget for 2013. Of this money, goods, works and services worth almost MDL 6 billion were purchased in 2013 through traditional public procurement procedures. At the same time, public procurement remains an area with a high risk of losses, and most money is wasted because of the purchase of goods that are useless, the poor quality of the goods purchased (e.g. school buses) and the approval of capital investment objects and priorities without taking into account investments started and not completed in previous periods, as well as the economic and demographic situation.
