Where does the money come from? Investment projects financed by external donors

We continue the series of infographics on external assistance provided to the Republic of Moldova with a picture of the amounts allocated for investment projects in 2009-2012. Over the last four years, the largest sums were actually disbursed in this form of external assistance. The infographic also shows the amounts by grants and loans (financing conditions). External assistance is provided to the Republic of Moldova in 4 forms: general budget support, sectoral budget support, technical assistance and investment projects. External assistance for general budget support means financing general budget expenditures, without specifying the direct beneficiary of this money1. By contrast, sectoral budget support means that this money will be provided for the implementation of a programme or development strategy of a specific sector2. Technical assistance or cooperation is in fact a transfer of know-how, technologies and methodologies3. The share of these three forms of external assistance together fluctuated around 30% of the total financial resources provided by foreign donors in 2009-2012, with the rest of the money provided for investment projects. In this infographic we present information on investment projects and the amounts actually disbursed (which amount to 2.1 billion out of the total of 2.82 billion of external assistance provided to the Republic of Moldova in 2012)5, with the main donors and financing conditions in 2009-2012. An investment project provides financing in the form of loans or credits to the Government to cover specific expenses related to economic and social development projects.4 The data were collected. See the data sources in the downloadable file below, or click directly (1, 2, 3, 4, 5); The datasets were analysed. To be able to answer the questions, we analysed the data on the amount of grants and loans provided by foreign partners to the Republic of Moldova for investment projects through the public system, based on data made available by the Ministry of Finance; We identified the answers to be represented in this infographic (the budget story). Thus, the most important partner by the amounts actually disbursed is the World Bank, followed by the European Commission, the US Government and the European Investment Bank. Indeed, we borrow more than we receive in grants; We sketched the graphic representation. The final task was to present this information in a visual and comprehensible manner so that you can find out more about who the main donors are for investment projects, the size of the external assistance provided by each in 2009-2012, and how many grants we received compared with the loans contracted and actually disbursed. For interested parties, we have published the datasets so that the analysis can continue.
