Money first, then services?

In 2012, the CNAM-administered Compulsory Health Insurance Fund (FAOAM) collected revenues of over MDL 3.87 billion and spent over MDL 3.95 billion. The share of expenditure administered by the National Health Insurance Company (CNAM) in total health spending from the National Public Budget changed from 70.3% in 2005 to 83% in 2012. Between 2005 and 2012, the cost of the compulsory health insurance policy increased almost 5 times, from MDL 664.8 in 2005 to MDL 3,318 in 2012. According to CNAM data, 82.1% of the total population was insured, compared with 75% in 2008. Individuals who insured themselves numbered 51.7 thousand, compared with 35.3 thousand in 2008. At the same time, the number of persons insured by the Government rose from 1.26 million in 2005 to 1.87 million in 2012. The infographic also presents the most recent changes in the compulsory health insurance premium rates. Thus, in 2014, these rates will increase for both employees and employers, by 0.5 percentage points compared with 2013. Consequently, revenues from percentage-based insurance premiums paid by employers and employees in 2014 will amount to MDL 2.44 billion, compared with MDL 1.9 billion expected for 2013, or 1.3 times more. In 2014, the cost of the insurance policy will be MDL 4,056, and transfers from the state budget to FAOAM (the Compulsory Health Insurance Fund) for insuring categories of non-employed persons will exceed MDL 2.2 billion.
