How Public Money for Health Is Spent

In 2012, in the Republic of Moldova, National Public Budget (NPB) expenditure on health care amounted to over MDL 4.7 billion, or 13.5% of the NPB (compared with 10.9% in 2005), and 5.4% of Gross Domestic Product (compared with 4.2% in 2005). In the same period, 83% of total NPB allocations for health (over MDL 3.9 billion) were spent on services related to compulsory health insurance. The categories “Sanitary-epidemiological and prevention services and institutions” and “National health care programmes” received 5.1% and 3.1%, respectively. In the ranking of public expenditure on health, the Republic of Moldova spends more than its neighbours Romania and Ukraine (both 4.4% in 2010), but less than the average for the countries of the Organisation for Economic Co-operation and Development (OECD) and the European Union countries, at 8.2% and 8.1%, respectively. At the same time, in 2012 the Republic of Moldova ranked below the OECD and European Union averages on the United Nations Development Programme health index, with 0.783 points compared with 0.941 and 0.945, respectively.
