How much do we spend on district hospitals?

In 2015, the Government of the Republic of Moldova spent MDL 5.3 billion on healthcare. Most of this money was allocated to specialised public institutions – at national, district and municipal level, and to the Family Doctors’ Centres. Accordingly, Expert-Grup, through Budgetstories.md, will publish three infographics describing how much money was spent in medical institutions at all levels, what these institutions are, and what this money is spent on. It should be noted that, as a result of reforms in the sector, some institutions have been reorganised and subordinated. The first infographic analysed the revenues of national hospitals. This second infographic analyses the revenues and expenditures of the 32 district hospitals and the hospital in the village of Cărpineni. The municipal hospitals of Chișinău and Bălți were not included in this analysis. Thus, over the last 5 years, each resident of the country’s districts paid between MDL 120 and MDL 960 for the upkeep of the hospital in their district of residence. The highest per capita expenditures were recorded in three district hospitals – Edineț, Orhei, Ștefan Vodă – one local hospital – the village of Cărpineni – and the hospitals in Comrat, Ceadîr-Lunga and Vulcănești. Most of the expenditure goes on salaries, social contributions, utilities and medicines. The lowest expenditures were used for replacing worn-out equipment, other expenses and capital repairs. Although all institutions carried out current repairs to a small extent, less than 4% of expenditure was devoted to capital repairs. 75% of this money was spent on capital repair works at 5 district hospitals. Another 12 hospitals received not a single leu over the last 5 years. The next infographic will describe how money is spent in the country’s family doctors’ centres.
