How do we grant full property rights to citizens and local public authorities who have invested in natural gas distribution networks?

Public Appeal on putting into economic circulation the natural gas networks built under the National Gasification Programme, and on ensuring the transparency of the process and the protection of the interests of citizens who are investors in the distribution networks.
