Challenges of the New Law on Local Public Finances for the Financing of Social Services

From 1 January 2015, a series of important amendments to the Law on Local Public Finances will enter into force, the aim of which is to increase the financial and functional autonomy of local public administration. This new law comes as a response to an existing framework that does not ensure efficient management of the budgetary resources needed to finance social services at the local level.
