Call for Applications. Evaluator for the Final Evaluation of the Project: “Consolidating the Consumer Protection Framework in Moldova”

The Independent Analytical Center “Expert-Grup”, as the lead partner, in consortium with the Institute for European Policies and Reforms (IPRE), announces a call for applications to select an evaluator to conduct the final evaluation of the project “Consolidating the Consumer Protection Framework in Moldova”, funded by the European Union and co-funded by the Soros Foundation Moldova.

The overall objective of the project is to ensure that consumer rights are widely known and effectively applied in the Republic of Moldova. This contributes to the broader objective of this call for proposals, namely strengthening the capacity of civil society organizations (CSOs) in the process of implementing the Association Agreement, including at the local level, considering that consumer protection represents an essential component of the Association Agenda and of Moldova’s European integration process.

Objective of the assignment

The purpose of this call is to select an individual expert to carry out the independent final evaluation of the project “Consolidating the Consumer Protection Framework in Moldova”. The evaluation will focus on the effectiveness, efficiency, impact, and sustainability of the project.

The evaluator will assess the project’s performance against the planned results as defined in the Logical Framework and the project results framework, and will formulate actionable recommendations aimed at strengthening future initiatives designed to improve the consumer protection framework in the Republic of Moldova.

The evaluation is expected to take place between September 2026 and November 2026.

Expected deliverables

The evaluator will provide the following deliverables:

  • Inception Report – detailing the evaluation design, methodology, and work plan. The report will be consulted and validated by the project team – by 30 September 2026.
  • Report on interview/survey findings – presenting the key findings resulting from discussions with relevant stakeholders regarding the project activities and results – by 31 October 2026.
  • Draft Evaluation Report – addressing the four key evaluation dimensions (effectiveness, efficiency, impact, sustainability) and including evidence-based conclusions and recommendations – 15 November 2026.
  • Final Evaluation Report – incorporating feedback received and including an executive summary, findings, conclusions, and recommendations – 30 November 2026.

Minimum requirements for candidates

  • Professional experience in evaluating similar projects funded by international institutions (at least 5 years of experience);
  • Strong understanding of the civil society ecosystem in the Republic of Moldova and the challenges it faces;
  • Knowledge of the institutional and policy context in which public authorities operate in Moldova;
  • Strong analytical and report-writing skills;
  • Knowledge and expertise in qualitative and quantitative data collection and analysis, including conducting interviews, developing monitoring indicators, and using data to establish causal links.

1. Technical offer, including:

  • Evaluator’s CV;
  • Motivation letter, describing relevant experience, including previous experience in evaluating similar projects;
  • Proposed methodology and detailed activity schedule, indicating timelines for completing the tasks and delivering the expected outputs, in accordance with these Terms of Reference (ToR);
  • References and recommendations.

2. Financial offer

The financial offer, including a breakdown of costs. The financial offer must be presented in euro (EUR) and must include all applicable taxes. The estimated workload is 30 working days.

The application file must be submitted in Romanian or English and must include both the technical and financial proposals.
