Primele obligațiuni municipale pentru primăria Sireți - contractarea intermediarului financiar

Primăria localității Sireți face un pas important pentru dezvoltarea infrastructurii proprii prin intermediul emiterii obligațiunilor municipale. Primăria a selectat prin concurs deschis în luna martie 2025, intermediarul financiar pentru realizarea emisiunii – BC „Victoriabank” SA, și astăzi, a parcurs etapa contractării acestuia. Procesul este susținut de o echipă de experți din cadrul Centrului Analitic Independent „Expert-Grup”, care implementează Programul de suport pentru Autorități Publice Locale în lansarea de obligațiuni municipale, finanțat de Ambasada Regatului Țărilor de Jos la Chișinău.

Anul 2024, când economia a înregistrat efectiv o stagnare (+0,1% creștere PIB), a marcat continuarea tendinței începute în urmă cu 10 ani de erodare a potențialului de creștere economică. În timp ce în perioada 2004-2013, creșterea economică medie a constituit 4,6% pe an, în perioada 2014-2023 creșterea medie anuală a încetinit la doar 2,2%. În 2024, dacă excludem efectul secetei care a compromis producția agricolă, creșterea economică ar fi constituit circa 1,5%, situându-se pe traiectoria descendentă din ultimii ani. Această erodare a potențialului economiei moldovenești are loc sub influența a 3 factori fundamentali: (i) înrăutățirea situației demografice și emigrarea populației cu vârsta aptă de muncă; (ii) deficitul de investiții publice și private; (iii) guvernanța slabă care subminează eficiența programelor de stat de suport pentru firme, precum și gestionarea/asimilarea fondurilor destinate investițiilor publice.

Expert-Grup, cu suportul Guvernului Slovaciei prin intermediul SlovakAid, Guvernului Regatului Tărilor de Jos, Secretariatului Comunității Energetice, Ministerului Energiei și Centrului Național pentru Energie Durabilă, a demarat un proiect de anvergură - Termoizolarea și schimbare coloristică a fațadei bunului imobil cu nr. cadastral 0300302.012 situat în mun. Bălți, str. Ștefan cel Mare și Sfânt nr. 3/A. Este vorba de un bloc rezidențial cu 16 etaje (unul din cele mai înalte blocuri din Bălți), care va beneficia de o investiție de 10 milioane MDL (20% contribuția locatarilor și 80% contribuția donatorilor) în eficiența energetică și îmbunătățirea aspectului estetic al fațadei. În rezultat, chiar în această iarnă eficiența energetică a clădirii va crește cu circa 35%, iar locatarii se vor putea bucura de un confort termic mai bun, facturi mai mici la căldură, și, în general, un nivel de trai mai bun. Estimăm că și prețul de piață al apartamentelor din bloc vor crește semnificativ.

The Independent Analytical Centre “Expert-Grup”, in partnership with the European Union Delegation in the Republic of Moldova, Soros Moldova Foundation and the Institute for European Policies and Reforms organized today, at April 30, the launching event of the project “Consolidation of Consumers Protection Framework in the Republic of Moldova”. It is a major importance project for our country since this area is indispensable for the assurance of a sound competition and a functional and fair market economy, but also considering the fact that consumers protection is a key-component for the European integration process.
