Budgetary process in Moldova: Monitoring the transparency and promoting public contorl (third year of implementation)

Implementing period: November 2013 – April 2014 (third year of implementation);

 Donor: Soros-Moldova Foundation, Good Governance Program

 Project goal: One of our landmark projects, which we intend to prolong for a long period of time. The major goal of the project is to continue the creation of a suitable environment that will allow a good communication between government institutions in the budgetary process and society (interest groups), increasing budgetary transparency and intensification of the control of society on public budget.

 Main activities:

  • Promoting recommendations  that will improve the budgetary transparency;
  • Analysis of the budgetary transparency in Chișinău;
  • Promoting the knowledge and information related to budgetary process and educating a spirit of involvement within the society;
  • Capitalizing on the participation process of the parties involved, including representatives of the civil society, public authorities and political parties;
  • Analysis of the documents related to the budgetary process and presenting the conclusions in a comprehensible  language for all the debate participants;
  • Maintaining and developing Budgetstories.md platform and publishing infographics  related to public expenses;
  • Organizing events that will foster debates for the problems, documents and materials related to budgetary process;
  • Analysis of the Court Accounts’ activity, as an organ of external control of the public financial resources;
  • Publishing materials, press releases, participating at radio/TV shows in order to ensure a better media coverage of results of the control institutions;
  • Monitoring the enforcement of the decisions adopted by Court of Accounts;
  • Evaluating the efficiency of using public resources on sectors.

 

Products and main results:

  • Analysis of the budgetary transparency level in Chișinău;
  • Two quarterly reports on Court of Accounts’ activity;
  • Two  studies regarding the effectiveness and efficiency of using the public resources on domains;
  • Two public events for debating problems, documents and materials related to budgetary process;

 Anticipated impact:

The project’s implementation will lead to establishment of an effective, informative and comprehensive dialog between authorities and society (through interest groups’ representative) on the subjects related to formation, approval and execution of the National Budget. The results of the project will have a direct impact towards the quality of the budget, and therefore towards accomplishing the global goals of the country for eliminating poverty and ensuring a durable and sustainable economic growth.
