EU-Moldova Action Plan: Making the Document Accessible to the Public

Project title: EU-Moldova Action Plan: Making the Document Accessible to the Public;
Implementation period: December 15, 2006 – January 11, 2008 (year 2);

Partner: Association for Participatory Democracy ADEPT (Republic of Moldova);
Project goal: Develop the framework for policy debate of the EU-Moldova Action Plan (EUMAP) with the view of promoting European values among Moldovan public. Specific objectives of the project were: raising the public awareness and knowledge about the EUMAP; and influencing the public policy in areas covered by the EUMAP;
Main activities:
- Monitored in a systematic way the implementation of the economic part of the EUMAP;
- Conducted economic and social analyses in the areas relevant to the EUMAP;
- Advocated in bilateral meetings, roundtables and workshops with members of the Parliament and the Government for the implementation of the policy changes;
- Advised the Ministry of Foreign Affairs and European Integration on Ministry's reports regarding the EUMAP implementation;
- Prepared independent reports concerning the EUMAP implementation;
- Delivered public presentations during roundtables on economic part of the EUMAP;
- Organized and maintained media campaign to educate the public interest regarding the EUMAP and general European integration policy;
- Organized public meetings as venue for discussion between public officials and civil society on the implementation of the EU-Moldova Actions Plan priorities;

- Regional seminars on the topic of Moldova as part of the European Neighborhood Policy organized in towns of Soroca (5 of July 2007), Cahul (26 of July and 10 of October 2007), Balti (11 of October 2007) and Comrat (14 of September 2007) with a total number of 150 participants from local public administration, media and NGO sector;
- Brochure on Implementation of the EUMAP in 2006-2007 presented at a National Roundtable on 25 of March 2008;
- Public policy training workshop for public officials on “EU standards in promoting human rights” (20-21 of July 2007);
- Public policy training workshop for public officials on “Design of social protection policies according to EU standards “ (27-28 of July 2007);
- Public policy training workshop for public officials on “Design of education policies in Moldova as part of its European integration policy” (30 of November - 1 of December 2007);
- Public policy training workshop for public officials on “Strategies for developing NGO sector in the context of European integration” (21-22 of December 2007);
Project impact:
During its second year of implementation, this project continued to objectively inform the public on the evolutions of the EUMAP implementation. The professionalism of the team and the relevance and utility of the project activities were acknowledged by the Head of Direction Political Relations with EU of the Ministry of Foreign Affairs and European Integration, Mrs. Natalia Solcan and by the Speaker of the Parliament, Mr. Marian Lupu, participating at the National Roundtable on March 28, 2008. Aside from informing domestic audience, the project publications found permanent readers among the representatives of the EU bodies. On 14 of December 2007, EXPERT-GRUP and ADEPT were invited at the roundtable “Legal aspects of solving the Transnistrian conflict” organized by OSI Brussels, Soros Foundation - Moldova and Moldova Foundation (USA-based) to participate in the discussions on how Moldova can become more attractive for the breakaway Transnistrian region in the context of Moldova's European integration policy. EXPERT-GRUP and its partner ADEPT, received an acknowledgement letter from John O’Rurke, Director ENP General Coordination Unit, DG External Relations, of the European Commission, appraising the highly objective and informative publications on EUMAP progress. Results of the project were reflected in more than 50 radio and TV shows and interviews on the European integration subject with participation of project's experts.
