Project goal: To mainstream human rights/child rights and gender into the policy, normative and legal documents, that the corresponding parliamentarian commissions will initiate or review. Ensure that the opinion of the most vulnerable children on policy documents that influence their lives is considered within the decision-making process.

Main activities:

  • provision of expertise to the representatives of parliamentarian commissions (Human rights and international relations Parliamentary Commission, Social protection, health and family Parliamentary Commission, Culture, education, research, youth, sport and mass media Parliamentary Commission, Other Parliamentary Commissions if topic of interest for UNICEF) in human right/child right based budgeting and evidence based public policies.
  • technical Support to the parliamentarian commissions, including at technical level in analyzing annual budgets and financial implications of strategic, legal and normative documents related to child rights, including through close analysis of performance indicators in the sector and allocated financial means.
  • in collaboration with civil society, identify the most active children, who can represent the interest of the most vulnerable children from the entire country, including if possible the Transnistrian region. Support the NGOs working with the most vulnerable children in taking part at public consultations.

Main outputs and outcomes:

  • Analytical reports, situation analysis, costing analysis, best practices analysis of the policies and regulatory frame related to UNICEF areas of interest;
  • Comments to legal initiatives related to child rights, including from the strategic planning in budgeting perspective;
  • Argumentations for the approval of the draft Code of Education, as well as other laws, from the child rights perspective;
  • Support materials for trainings delivered to the parliamentary commissions and civil society;
  • Public hearings on the major subject under discussion (i.e., draft law or specific strategy) and potential follow-up activities for the identified groups of stakeholders, at least 2 public hearings.

Project impact:
In the area of advocacy:

  • Continuous advocacy actions in three key areas (Social protection, Education, Health and Justice for Children);
  • Evidence and result based policy development and promotion within the relevant Parliamentary Commissions;
  • Awareness raising – Parliament with general public on child-sensitive issues.

In the area of capacity building:

  • Support the relevant Commissions in developing their capacities in applying budgeting for children, reaching the most vulnerable and equity principles in their activity;
  • Support the relevant Commissions in developing their capacities in understanding the evidence based policies;
  • Involvement in all activities of the administrative staff of the Parliament, as they will be the one who will prepare the background documents.

In establishing partnerships:

  • Facilitate the development of partnerships between Parliament, NGOs, Office of Ombudsperson for Children, Public and Private sectors.

‘EXPERT-GRUP’ will work with relevant Parliamentarian Commissions and in strong collaboration with the Deputy Speaker of the Parliament Office under direct supervision of the UNICEF Social and Economic Policy Specialist and Justice for Children Consultant. Also, we will closely cooperate with the legal expert and the communication expert recruited to support the Office of the Deputy Speaker of the Parliament.

At the same time, ‘EXPERT-GRUP’ will work in cooperation with the representatives of line ministries and representatives of Alliance of active NGO’s in the field of Social Protection of Family and Child (APSCF).
