Project title: Strengthening the Capacity of Chisinau Municipality to Tackle the Impact of Global Economic Downturn;

Implementation period: November 2, 2009 – February 3, 2010;

Client: SC ADDVANCES Ltd, Romania;

Project goal: Assist the Chisinau municipal authorities in elaborating a crisis management actions plan for the Chisinau Municipality;

Main activities:

• Designed the methodology for rapid assessment of the potential threats and risks of economic downturn for the operation of Chisinau budget;
• Assessed possible scenarios of development of Chisinau Municipality budget within the period 2009-2011;
• Assessed the opportunities for financial management optimization;
• Contributed to the draft report “Chisinau Municipality within the context of economic downturn: risks and opportunities”;
• Contributed to draft “The 2009 – 2010 City Crisis Management Action Plan”;
• Contributed to the elaboration of the final report;
• Participated in all public events organized as part of this project;

Main outputs and outcomes:

• Contribution to the rapid assessment methodology;
• Report on impact of crisis on Chisinau municipal budget;
• Report on short- to medium-term scenarios of the Chisinau municipal budget execution;
• Set of actions and measures proposed for  “The 2009 – 2010 City Crisis Management Action Plan”;
• Presentations given at two roundtables organized as part of the project;

Project impact:

The Actions Plan was approved by the Mayor of Chisinau, Mr. Dorin Chirtoaca. It served as guidance for all municipal services and administrative units to develop own technical plans of actions. The project helped municipal authorities to overcome the impact of the financial crisis and ensuing economic recession.
