Project title: Black Sea Labor Markets Reviews - Moldova;

Implementation period: April 23 – December 30, 2008;

Client: European Training Foundation;

Project goal: Draft a high-level country analysis of the selected labor market issues in Moldova through information and data collection and facilitate stakeholder participation and validation of the outcomes of the country study;

Main activities:

  • Organized a fact-finding mission of ETF team in Republic of Moldova ;
  • Participated in the kick-off meeting on the project in Turin ;
  • Collected and processed labor market statistical data;
  • Produced the Moldova labor market country study ;
  • Organized a one-day national workshop for validation of the country study main findings;

Project impact:

The ETF has used the report for conducting a comparative cross-country analysis of the labor markets with a regional Black Sea perspective. The report has shown that the Moldovan Government has promoted both passive and active support for those in need in the labor market. Although the importance of active labor market measures should not be underestimated, their impact in terms of providing jobs for unemployed individuals has been rather limited. The project has proven that active policies cannot compensate for the low level of job creation or the failures of education and training policies to bridge the gap between supply and labor market demand.
