Monitorizarea achizițiilor publice din cadrul sistemului educațional din mun. Chișinău, de către Expert-Grup, a scos în evidență un set de probleme, lacune și riscuri legate de buna și transparenta desfășurare a acestora. Printre acestea se regăsesc practicele anticoncurențiale de coluziune între companiile participante, riscurile de corupție din partea autorităților contractante, dar și deficiențele cadrului juridic existent privind achizițiile publice.

Chișinău, 16th September 2016 The Association for Participatory Democracy ADEPT, the Analytical Centre "Expert-Grup" and the Legal Resources Centre from Moldova (LRCM) produced a final monitoring report on the Priority Reform Action Roadmap. The experts have concluded that only half of the committed activities have been achieved without deficiencies (55%), 28% were achieved with deficiencies and approximately 17% were not achieved. The main arrears remain the NAC reform, adoption of a new Audiovisual Code, the slow progress of the investigation regarding the frauds detected in the banking system in 2014, the slow reformation process of the NBM and failure to negotiate the best price for electricity supply.

Chișinău // Expert-Grup a analizat rapoartele Curții de Conturi pe trei subiecte principale: gestiunea Fondului Forestier, ocrotirea sănătății și managementul financiar al întreprinderilor cu capital majoritar de stat. Sinteza rapoartelor arată că managementul acestor sectoare este unul neperformant, și are loc în lipsa unor obiective și indicatori de performanță care ar descrie clar care sunt rezultatele pe care instituțiile și autoritățile publice ar trebui să le realizeze.

Chișinău // Expert-Grup has published the second issue of its Bank Shareholders’ Transparency Rating in Moldova. According to the analysis based on the information available on banks’ websites as of July 31st 2016 and other public sources, the most transparent shareholders are at BCR Chisinau, Eximbank - Gruppo Veneto Banca, Mobias Bank - Groupe Societe General and ProCredit Bank.

Chișinău // The Independent Think-Tank Expert-Grup has assessed the main reform actions within Moldova’s financial banking sector during April – July 2016 and noted some signs of improvement. However, experts warn about the still existing shortcomings in transparency and quality of bank shareholders, insufficient intervention tools from the National Bank of Moldova, and the slow progress in investigating the banking fraud and the subsequent return of embezzled funds.

Chișinău // Association for Participatory Democracy ADEPT, Expert‐Grup Think Tank and Legal Resources Centre from Moldova (LRCM) monitored 69 activities from 13 areas included in the Priority Reform Action Roadmap, for which the implementation deadline expired on July 31, 2016. The monitors have found that half of the 69 activities planned by the Government in the Roadmap have been fully achieved and without deficiencies. The remaining activities either have been executed with deficiencies related to their content or the breach of legislative procedure and transparency in decision‐making or have not been completed. Situația economică din regiunea transnistreană continuă să se agraveze. După ce în 2015 economia regiunii s-a contractat cu circa 20%, aceasta urmează să-și continue declinul și în 2016, fiind anticipată o scădere de circa 5-6%. Estimările au fost făcute de Expert-Grup în cadrul celui mai recent număr al „Revistei economice regionale: regiunea transnistreană”, publicată cu suportul programului „Susținerea Măsurilor de Promovare a Încrederii” - finanțat de UE și implementat de PNUD.

Chișinău // The reforms started by Moldova’s State Fiscal Service in 2014-2015 brought tangible results. Despite economic recession, decline in consumption and macroeconomic instability, these reforms brought 1.8 – 2,3 billion lei in tax revenues to the budget, due to improvements in interaction with taxpayers and reduction of time and costs when paying the taxes. Conclusions belong to a report published by Expert-Grup Think-Tank with the support from Swedish Embassy in Moldova.

Chișinău // Less than a third of the actions planned by the Moldovan government within the priority reform agenda, planned for March-June 2016, had been fully implemented. The Government’s main drawbacks include the reform of the National Anticorruption Center, the slow pace of investigations on the bank frauds of 2014 and the failure to negotiate a better deal on the energy price with Ukraine. The successes include the adoption of the Investment Attraction Strategy for 2016-2020, initiation of the reformation process of the banking system and “unfreezing” the negotiations with IMF on a potential program. These and other conclusions are included in the intermediary monitoring report on implementation of the Roadmap regarding the agenda of high-priority reforms, developed by ADEPT Association, Expert-Grup Think Tank and Legal Resources Centre from Moldova (LRCM)

Expert-Grup a analizat contractul de achiziționare a lucrărilor de reparație a străzii Alecu Russo la etapele licitației și de execuție a lucrărilor. Specialiștii au identificat abateri importante în procesul licitației, care arată semne clare de aranjare a achiziției, dar și nereguli în execuția lucrărilor.
